We would here venture to suggest that possibly the
Authorities may be confused by certain references that have
from time to time been made to the unsatisfactory conditions
existing on Chinese-owned vessels under foreign flags,
particularly those plying in the Canton Delta on which, it is
true, a minimum number of European officers - some of whom may
be of undesirable type are employed. It is, therefore,
most desirable to remove any misapprehension which may exist
that the conditions of Service in the larger British Coasting
and River Companies and the Chinese River Steamer Companies referred to, are in any way similar.

(2) The erection of fittings for the protection of
the bridge and other vital positions of the ship conflict in
some respocts with the life saving requirements of the Board
of Trade; in this connection we would say, however, that so
far as the Coast Companies are concerned the question of a
Defence Scheme for each individual vessel is receiving
careful attention.
(3) The question of Steamship Companies providing their
own Guards was duly discussed and the matter is being
further considered, but the difficulty of securing the
services of trained men qualified to carry out the essential
duties, presents a serious obstacle.
(4),(5) and (6). The recommendations put forward are concurred in generally andin most cases are already being
adhered to.

Patrols will, as far as possible, continue as at present.
